You don’t need to know much about programming to start using PHP for some basic scripts and functionality, just like you don’t really need to know anything about semantic markup to start (ab)using HTML. For these same reasons, it has become so popular.
This blog is coded in PHP, and PHP Sucks, But It Doesn’t Matter. Those two links help to explain why I don’t plan to learn it anytime soon.
